In recent weeks, abandoned vessels in the Oakland estuary — a calm, narrow waterway separating Oakland and Alameda — have been tagged by Oakland’s Marine Patrol unit and given a 30-day removal notice as part of a long-delayed, full-scale clean-up.The state of the estuary, primarily a place for recreational water sports, came under scrutiny after dozens of small boats and dinghies were taken from yacht clubs in Alameda, often stripped for their parts and sunk, during a three-week span in August. SOUTH SAN FRANCISCO — A jury has convicted a 51-year-old man on five misdemeanors, including drug and indecent exposure-related crimes, after he masturbated in front of a passerby and multiple South San Francisco police officers, according to prosecutors.Leonardo Salvador Magnampo was arrested around 1:41 a.m. April 9, 2022, when a person saw him sitting on the edge of a community hot tub at an apartment complex on the 100 block of McLellan Drive. Prosecutors said the person was walking their dog when they locked eyes with Magnampo, who was touching himself inappropriately.When officers arrived, they too witnessed Magnampo engaging in that behavior and saw him reach for what appeared to be lubricant.
